Yeah, I know another non case story..
I bought new a Scots 16/42 lawn tractor in 2002 ish and used it for many years as my go to lawn cutting tractor and well before my discovery of my Case 446 in 2009-2010. So this has been very reliable (well it has been, sorry) but this last winter has seen a couple of problems. First I have decided to give this to my girlfriend as she is looking for a new house and will be moving from an apartment and hopefully will have some land. So I pulled the tractor from its parked place in the back of my yard where it had sat over winter (no cover BTW) to discover that battery was shot, no surprise. Using my jump starter i found the the engine did not turn over at all so I removed the spark plug and sprayed penetrating oil into the cylinder (a 16hp Koler) . Waiting for the oil to take effect. Any other suggestions I should take before I try restarting, first with turning the engine over with no compression (No plug) before trying to start?

I would just squirt a little gas in the spark plug hole, put in the plug and see if it starts.

Gonna need more info likely...
When you say it didn't turn over with the jump pack, did it try? Is the jump pack good? (I've got a love hate deal with jump packs... love the idea, just hate the reality)
Could be lots of different things to cause a no start after a winter in the open. I would not expect the cylinder to have seized though.

A number of things may have to be just right for a newer tractor to start on turning a key. Until you have ruled those things out it's not safe to assume the engine is seized. At the very least you may want to see if the crank is free of anything it might stop it, like a seized mowing deck if it's still on. And try turning the crank with a wrench or by hand. If that doesn't work for sure, then you know it's seized and can proceed with your favourite de-seizing fluid. People try all kind of things for that, from WD40, to ATF, to acetone combined with PB blaster or any combinations of these and let is sit a while (days). Hope you find out what's keeping it from turning!

Not really know what engine this is, if it has a valve cover, I would take it off and lube the rockers, valve stems and pushrods.

i have a jump pack if battery doesnt have enough voltage it wont work,has to have a minimum amout of charge to work

Does it try to turn the starter.
If it doesn't, check any safety switches.
Is there a way you can manually turn the engine to see if it's seized up.

A dead battery will try and steel the power you are trying to put to the starter .
A tractor that sits can sometime have the electric clutch lock up keeping it from turning over .
Any number of safety switches can stick in the wrong place .
Best to start with a fresh battery , check that the engine will rotate with spark plug removed by putting you hand on the the fly wheel mesh guard and twisting it around a couple of times . If it has a electric PTO cycle the switch a few times and turn it off . If now you can get it to turn over , put the plug back in and fire it up. That all I got with out see knowing more of the machine .
