@MattA sent me an Ebay posting of this 4018. It has a transaxle that was designed originally to go under the backhoe tractors. It was a perfect tractor for what I need.
Notice the first line in the description about payment.

CASH PAYMENT ON PICKUP. You must pickup, no delivery. DO NOT PAY AT CHECKOUT! The Case Ingersoll 4018 Garden Tractor with Decks and 3PT EXTRAS is a hydraulic propelled riding garden tractor with two RM44 44” mower decks with a gasoline engine size of 650 cc.
The first snafu when I tried to contact the guy was that he didn't ship to Canada. And if you clicked on any of the checkout boxes there were no cash options for paying later. So I sent the guy an email and said what's up. He responded back "Oh, I forgot to turn on the cash option."
I replied, "I don't do cash without looking at the item first. Where do you live?"
He claims to live in Lockport. @Harry lives in Lockport. I contacted Harry and asked if he would go look at it. The seller then responds, " I won't give out an address until the unit is paid for." Go figure, how that's going to work? Harry even looked a the ad and couldn't find any information. Located in the upper left corner of the photo is another red flag.
"1 Item in cart" indicating that someone has already purchased it. Now that wouldn't be unusual if he was selling 12 of these things but he's only selling 5 that it shouldn't be for sale anyway. I sent eBay and notice that this is probably a scam and I haven't heard back from them and that was Sunday afternoon, 5 days ago.

If people would work half as hard at doing honest days work as they do trying to screw others over the world would be a better place .

Selling anything that is listed on eBay for cash only in person is clearly against eBay policies. It circumvents the way eBay makes its money.
People are not all that smart when using any platforms. Some people put things in their cart so that they can save the listing. You can actually just save the item with the save option. On Facebook, the default question people use to save a listing is "Is this item still for sale?" Facebook does have a save feature.
Now, on eBay, as a seller, you see that people have things you are selling in their cart. You can offer a discount to those people in the hopes of getting them to take it.
