Harry,
Have you checked oil temperature with the mower deck working? The PTO valve receives hydraulic oil first and then the return goes to power the TCV. Perhaps the PTO relief is set to0 low and bypassing almost continuously? That builds heat quickly and will affect system performance in the other circuits. Also, not knowing your pump flow and the hydraulic motors displacement as well as the blade tip speed that you are operating at after the motor to pulley drive ratio, maybe you are trying to run the deck at a higher than needed speed?
Just a few thoughts that may lead to an answer,

Thanks for your comments Bob. I know the pressure relief needs attention. I’ve read how to adjust but have been procrastinating because it appears to be hard to get to the tcv to adjust. Reaching through a bolt hole into the tcv with a tool made using a long rod does not sound ideal. Many items on my plate now, so it maybe awhile before I attempt the procedure.
