I had 3 brothers, we would call that the beginning of a branch strength test. We knew exactly how high we could climb before branches would not support our weight. Based on experience, your neighbor could have climbed a bit higher.

They use to climb up on the barns there and sit on the peake. In a howling winter snow storm.
