Ingersoll 648 Steering Valve Leaking

I have the 648 that is badged as an Ingersoll and is the latter of the versions of the 648.

I have the same steering motor; that is what they call it. I have a leak from the top of the valve that spreads out across the dash. My steering wheel is the one with the nut keeping the steering wheel on a shaft. I am wondering if I need to remove that nut and the wheel from the shaft. I am worried that this steering wheel is part of the unavailable and nearly impossible to remove in one piece ones.

I know there is a seal at the top of the steering valve and that that seal does fail. That much I remember. I remember that people have fixed this leak. I do not remember how that all worked with the steering wheel. I have looked at the parts manual. I did not see an answer based on the parts diagram.
