He just marked it pending. I am second in line, and the 1st guy wants to see it first.

Looks like a 3 digit tractor and deck with a 4 digit hood. The deck is left hand discharge and the tractor has a manual PTO.

The seller claims he found many variations of production 4018 on the net. Since the hood says 4018 that is what it is.

Well OK then be that way. It is a parts tractor to me.

The only things 4018 on this one are the hood decals. Looks to be a 1988 448, still a good buy for someone as long as the reason it won't turn over is because the engine is seized.

That's why I was saying offer a little more money. Sometimes it works...

Seems that these days, even if you see a good deal listed and respond within minutes, you need to make an offer above the asking price if you hope to get the item.

Just like the real estate market around our area. Offering way above the listing price is a foreign concept to me.

Agents have been using this method for most of the last decade. The listing goes on the market below the expected value to draw more eyes. Then, the buyers sometimes think they are the ones who see that it is below market and go over asking, thinking that it will get them a house. But, the listed price was never the target sale price. The other trick they use when they have several offers is to ask if your offer is your best price because it looks like it will be sold soon.
