Those valves might be air compressor valves. That style is uses with a spring loaded spring steel plate seated against the bottom side. The valve and stem do not move unless the drive motor is set to run full time. In that situation the "set pressure unloader valve" will force the valve down letting the compressor run idle while the air is bypassing the seat. The spring steal plates tend to crack in high temp applications or where the filters and oil are not maintained correctly.
