I've got a HP40 or HP41 hydraulic PTO installed on my 4016 but I'm having trouble shifting into low range since the hydraulic hoses interfere with the range lever. Shifting into low range requires me under the tractor moving the hoses while pulling on the range lever.
Since I've got a later model 4016 with the webbed backhoe transaxle, the hydraulic lines have to shift away from the frame as they pass the hydraulic motor in order to clear the webbing. The best solution is to strip a HP42 under seat PTO from a donor tractor but that probably isn't happening.

Shows the main hydraulic lines routing along the frame rail between the range lever and the frame rail. The smaller case drain line is not shown. Where is this supposed to route? I've got about an extra foot in my case drain line (tucked away) since I had the line made locally. My case drain line is presently routed between the range lever and the frame rail.

How much room do you need to get to get it to shift while staying in your seat?
Would getting the lines a little higher get you there?
Would narrowing up the shift arm on that side gain you a little?
My case drain on my 4118 is mounted in the same spot on the back of the tractor.
The drain line goes up over the rear end and runs between the frame rails. Mine goes to the TCV being older. Not long after they routed it to the low pressure line by the hydraulic cooler. I don't know if rerouting it will help you much or if you can even find a path. Couldn't find any better pics and the tractors 3hrs away.
I have an extra rear axle non webbed. We can trade if it helps. Lol.. My tractor I routed the case drain on the rh frame rail. That way I had room for my 2 pto hoses. There is not much room in the area with the shift lever.
Both of you guys have good ideas. Moving the case drain line to the other side may fix the problem. I did buy extra hose brackets for the two main hoses but never got around to installing them.

A while back one of the local CCI guys offered me $500 plus he would pick up my tractor, do the swap and return it. High range is actually geared a little lower on the newer transaxles plus it's got the newer style differential. As he said, I'll probably never break it lol.
Another thing to do is check your front seat support panel that holds your range shift lever. Maybe offset the panel a hair more to the left side like 1/8" and then correct it again on the pto cover panel. Wanting to keep neutral set properly and shifting good. Could be enough to get you shifting all the way in high. Here's the back side of the front seat support. They are slotted for a reason.
I wish to one day find a newer style rear axle. I've read that with the right size lawn you can mow in high range just with the lever cracked open. I do have a big lawn.
