Late to the party but the spring looks wrong, looks like the bushings on the mule were messed with or not there as the bolt is not original one one of them. Your pulleys on one of the pics looked smaller too? Think few things were messed with on there.

Problem about solved. Previous owner had changed out the deck drive pulley with an "A" instead of an EOM.
Friends, Thanks for all of the input and advice, now it is time to correct an electrical issue of an intermittent pinched wire somewhere, and then a test mowing.
Not only was the "A" a tad bigger in diameter it is not as tall, and an EOM belt rides out of the groove. here is the EOM belt on the EOM sheave. The next step was leveling the deck and putting the correct spring on the tension idler. Back to the shop for another week. The grass wouldn't discharge.

That's how the older decks were designed. The toe brace was removed on the later ones and the deck was reinforced with 1/4 x 1" flat iron welded on edge to the front and top of the deck to stiffen it. if you just cut the brace out the deck will flex and crack at all the welds. At one time you could buy the pieces in a kit along with instructions as the brace needed to come out to use the hydravac if you were putting it on an older deck rather than the "N" series.

Thanks @myerslawnandgarden Bob, My plans are to add bracing. I will look through manuals to see if the bracing shows up in any of the parts or operators manuals. Hopefully a manual on hydrovacs will show the bracing.

My intent is to use this deck to keep trails and overgrowth mowed. Removing the brace will keep the discharge shut from constantly plugging.
