Thank you @JSinMO , I looked it up in the 648 parts manual. This confirms that a hydraulic cylinder in that position is not a crazy idea after all.
Looking at my 644
This spot where the actuation bar is looks like it would be good for the hydraulic cylinder.

Looks like a nice upgrade for it. I do wonder how to size the cylinder to it so you're not having to have alot of rotations lock to lock? Are you going to use the boat steering wheel? Lol looks like you can handle a 28" wheel. That would cut down on lock to lock rotations. Lol

My 6018 ps cylinder is I believe the same as the 648. They are 1.25 rod I do recall. Would have to check stroke length but guessing around 6".

2 thing I don't like about the parallel to the frame is 1 always push or pulling on the axle . Ever notice the axles only ever twist on the side with the steering link . 2 due the differential between the piston side and the rod side , steers faster to one side than the other .
Axle mounted solves both those issues , but like every thing in life there are potential down sides .

I'm going to measure the current travel distance of the rod necessary for lock to lock turn.
@DavidBarkey I hear you, but it's harder for me to source a cylinder like that.

I checked the travel of a point on that rod from having the wheels all the way to the left to all the way to the right. Seems to me between 3 and 4 inches. I'm thinking the cylinder used for attachment lift on Case tractors would be fine, and think I must have one around here to test.
