The board is likely secured to the base with a thermally conductive adhesive. The base is the heatsink. The LED bulb will cool better in an open lamp vs a closed fixture.

I noticed that on mine too. And I know plastic is not a good insulator, but it is a better insulator than bare aluminum. One LED in the bathroom just started flickering as the others did, so it is not long for this world
